Add link to "file a bug with the website"

Bug Description

The site footer contains a link to file a bug with Juju:
- "File a bug" -> https://bugs.launchpad.net/juju-core/+filebug
But no link for filing a bug with the website - which I needed to correctly file: https://bugs.launchpad.net/juju-website/+bug/1292468

I suggest this link becomes two links:
- "File a bug with Juju" -> https://bugs.launchpad.net/juju-core/+filebug
- "File a bug with this website" -> https://bugs.launchpad.net/juju-website/+filebug
