Browsers do not cache documentation pages

Bug Description

I am new to writing charms, so I keep needing to browse the same documentation pages over and over again. This is very slow, because my browser is not caching the documentation pages, and the server appears to be quite slow at returning pages.

Example: I'm on https://juju.ubuntu.com/docs/authors-hook-environment.html. I click on a link, read that page, then click on the back button. Instead of just serving the page from cache, my browser reloads the page.

Second example: I follow a hyperlink to a page that I have already viewed. I'm not aware that I already read it, but I still have to waste time waiting for the page to load, instead of seeing it immediately from the cache as I would expect.

This makes it very tedious to learn to write charms.
