document and expose the "juju export" functionality

Bug Description
The functionality provided by "juju export" should be documented, and clearly exposed. Perhaps this documentation already exists, but I was not able to find it. I searched for "export" at the top right of juju.ubuntu.com:

None of that functionality was quite what I was looking for.
More generally, the documentation should clearly explain the goal of this command -- to save the state of your Juju deployment and restore it elsewhere later, for backup purposes, in the case of the failure of the bootstrap node.
It should contain clear examples of both backing up and restoring a bootstrap node.

AFAIK, there is no way currently to do this from the commandline.
