Bug Description
How to reproduce:
$ juju deploy --series bionic ubuntu && juju-wait -vw
Located charm "cs:ubuntu-13".
Deploying charm "cs:ubuntu-13".
DEBUG:root:ubuntu/0 workload status is waiting since 2020-01-27 02:39:29Z
DEBUG:root:ubuntu/0 juju agent status is allocating since 2020-01-27 02:39:29Z
ERROR:root:Machine 0 has been pending for 540 minutes
I haven't checked the code, but my gut feeling is that the magic number 540 min is from the time zone difference between my local time (UTC+9) and the UTC.
$ date -R -u
Mon, 27 Jan 2020 02:40:47 +0000
$ date -R
Mon, 27 Jan 2020 11:40:50 +0900
