juju wait --workload fails because juju show-status-log is not tab delimited

get_error_repeat_count() tries to split up show-status-log output based on tabs, but it doesn't use tabs, at least in juju 2.4.

In juju 2.1.2, it does seem to be tab delimited, so maybe this is due to a change in juju.

I'm adding juju to this bug report, as the output of show-status-log does not appear correctly parseable without effort and making assumptions. Adding the standard --format=yaml and --format=json flags should make this future proof, avoiding things like locale issues rendering the timestamps differently.

Should we add a new bug on Juju that we should support "juju
show-status-log --format" ? I certainly support the idea of having
structured output for something like that.

I think adding show-status-log --format is the preferred way of addressing this in Juju.
