juju-wait marked a build as stable which has a charm hook install failure

We have a build that did not timeout and and juju-wait returned. However, upon checking errors, a unit was found in a bad state.

Bundle has one or more containers specified as lxc. lxc containers are deprecated in Juju 2.0. lxd containers will be deployed instead.
