Bug Description
Our CI jobs want a version with a dash, while launchpad et la want the version with a tilda. As it stands, we publish versions with a tilda, and the job needs to find the client with a tilda'd version. However, it must be unpacked in old-juju with a dashed version.

We can replace -/~ in the juju_version with a "." to keep the regex working
