publish-public-streams.bash could support rolling releases

publish-public-streams.bash publishes to all CPCs in sequence, without a pause. The person doing the release must watch and "race" with the process to verify the new streams as they arrive in each cloud. A safer way to release would be to publish to a cloud, verify it, then choose to rollback or continue to the next cloud.
