Juju needs a page to list releases and downloads

If juju had a permanent sane releases page. The tarball/win-installer page update delays would end. People could find the latest stable release without confusion about devel releases.

Lp fails because it doesn't order releases by descending debversion.

Either the juju-reports site or juju-docs could have a page that lists release in the correct order and describes the downloads. The downloads can continue to hosted by Lp which provides stats. We need a page that us automated or edited by hand (which can still be scripted).

As https://juju.ubuntu.com/docs/ is official we can add the information there, but the site is updated twice a day. report.vapour.ws can be updated every few minutes, but the domain is personal.
