Feature Request - skip installation of juju-local flag

Bug Description
Historically it was requested to install juju-local for quickstart usage. I would like to skip this option for widespread use of juju-gui.
In this particular instance, i'm using juju quickstart to bootstrap an environment for Kubernetes in interactive mode. When the user selects Amazon, plugs in credentials, and it goes about its business - juju-quickstart is installing juju-local. I didn't implicitly tell it to do this, nor is it desired behavior in this particular scenario.
What would be helpful is to have a --skip-local flag to bypass local functions with quickstart, scoping the usage to only cloud providers, as kubernetes doesn't work with the default LXC behavior - this leads to a broken deployment path that I am unable to "control" as someone building the User Experience with this integration.
