quickstart should install juju-local by default

When following the directions on jujucharms.com it has the deploy local as the default selected option. Clicking this option dumps it out to the console saying that it needs juju-local. It would be nice if it 'just worked' with the defaults.

I should add that I had installed juju before installing juju-quickstart. It looks like it's supposed to install local with juju. It doesn't look like it does that if it detects that juju is already installed.

I argue the point that this is a side effect, and juju-quickstart should only install the 'juju-local' package if i'm bootstrapping a local environment. I'm on a maas host, and will not be using juju-local, however it installed the package. This seems needless.

I feel it would be 'better' if it only installed what it needed, when it needed it, vs forcing this on me.

Additionally - this behavior appears to be baked in, and this bug is probably 'fix released' - but instead of opening a new bug - i continued the conversation here. If this bug is closed I will re-open under a new topic.
