split Openstack and HPCloud options

Bug Description
There are plenty of general Openstack options which don't apply or aren't options for HPCloud. I think it would be simpler for the users if there was a completely different option for HPCloud which defaulted to the correct values or simply doesn't expose them.
E.g., Floating Ip has to be True, control bucket not required, etc.
