ssh key generation prompt happens after a long wait, mismatching the user's expectation that it will all be ready when he comes back

Bug Description
I run juju-quickstart, choose to set up a local environment, and it looks like it's got going installing packages. I leave the terminal and work on something else, expecting everything to be ready when I get back.
When I get back, I find that it's blocking on an interactive question about ssh key generation.
Could this be done first, before installing packages? Then all the hard work could be done in one "interactive, wait" step without having to do "interactive, wait, interactive, wait".
