Verify that pmd-cpu-set is configured when enable-dpdk is true

Bug Description

This is a check for ovn-chassis, if enable-dpdk is True, pmd-cpu-set should always be set to avoid ovs randomly pinning pmd threads to cpus used by the host or VMs.

After some discussion we've decided to file bug 2023578 instead. Marking this one as won't fix for now. We can reopen it if bug 2023578 ends up not being accepted.

Reopening as the desirable solution to bug 2023578 is more complex than initially thought.
Providing a new juju-lint rule is an easy short-term fix we can provide with little effort.
