For openstack charms on charmhub, warn if the latest track is being used

Bug Description

According to https://docs.openstack.org/charm-guide/latest/project/charm-delivery.html#latest-track OpenStack charms should be tracking specific versions, not stable. juju-lint could alert if it detects the use of the latest track.

Do you know what field contains that information?

Is it the configuration openstack-origin or source on OpenStack Charms?

Should we also check if it's not set to latest on channel(bundle) and charm-channel(status) for every application independently of OpenStack charms?

I am specifically talking about the charm channels, not openstack-origin.
This rule should only apply to openstack charms, because other charms may want to keep things simple and not offer versioned channels.
Also note that many openstack charms don't yet have stable releases in the versioned channels, so as of today the use of latest/stable remains necessary. This bug will become more relevant when we'll have releases in the {stein,ussuri,yoga}/stable channels.
