Clear all changes leaks

Bug Description
Using 'Clear all changes' sometimes still commits changes.
To reproduce:
1) Find an exposed service and open the inspector,
2) Unexposed the service
3) Re-expose the service
4) Press commit
You'll now see two changes (ideally they would cancel each other out but that isn't this bug).
At the top select 'Clear all changes'.
When that is confirmed the service becomes unexposed even thought its original state was exposed.
