cannot remove subordinate ghost relations

Bug Description
If you accidentally relate a subordinate to the incorrect service there is no way you can remove it. The relation menu popup shows the trash can but when you click delete it says that you cannot delete subordinate relations. We should allow this functionality if it's a ghost relation.
to reproduce:
use a real env
drag ntp to the canvas and relate to the juju-gui service
click the grey O and then the trash can
you will now get the popup warning.
