Add units dialogue on pre deployment inspector is confusing

Bug Description
When you drag a service to the canvas you are shown the pre-deployment inspector with the add-units open. There is already one unplaced unit created and it's very easy to assume that clicking the confirm above the unplaced unit title will auto-place the unplaced unit because the radio button for '1 unit per machine' is selected.

In the interim we decided that the add units dialogue will be closed by default to minimize confusion.
