Hover overs are missing from most of the interface

It would be good to dedicate some dev time to implementing hover overs through out the interface as they are missing from:

• Most of the inspector
• Deployment bar
• Contextual bar

I think we need some copy for these tooltips, or have I missed an email or something?

This bug is in relation to hover overs on button states throughout the GUI and not tooltips, I will create a new tooltip bug because I reported the bug previously in a different bug which was fixed and released (https://bugs.launchpad.net/juju-gui/+bug/1290323).

Hover overs that are missing:

Inspector
    • Dismiss in the inspector notification
    • Status, Configuration and Relations in the toolbar
    • Close scaling UI
    • Edit in the scaling UI
    • Scaling UI cancel and confirm
    • Quick action notification rows
    • Destroy service
    • Change version
    • Radio buttons
    • Remove, Resolve and Retry buttons
    • Unit rows in an open quick action notification
    • Expose service
    • Close button
    • Save changes and Discard changes when editing
    • location URL at the top of the inspector

Contextual bar
    • Services and Machines tabs

Deployment bar
    • Change counter
    • Import
    • Export
    • Radio button in the unplaced unit confirmation
    • View machines in the unplaced unit confirmation
    • View change log
    • Clear all changes
    • Close button
    • Change curtain sizes
