gui does not show related charms tab for deployed charms

Bug Description
Per the title, we have the relation endpoints and should be able to do a search for the charm suggestions in the case of a deployed charm.
Enabling this tab will help out the users to find things that they can use with their current charm and should take into account the popularity of the related charm, and even better the popularity of the two charms being related together.
