Bug Description
To reproduce:
Deploy a charm
Click to view the charm details
The sidebar should now be minimized
Click the X and the left breakout should be gone and the sidebar open again
Click to view the charm details again
Click to view the charm details again (yes click it twice)
Click the X and the left breakout should be gone but this time the sidebar doesn't open

This is corrected with the new state system and the inspector left work.
