Bug Description
Having the upgrade service section at the bottom of the unit list makes it look like there is an important actionable task when the majority of the time it's just full of old charm versions. Because it is likely a very low traffic feature maybe it should be moved to another tab or integrated into another portion of the GUI.

Hey Luca. I agree with Jeff, but marked it a low priority. It would be nice to fix the upgrade/downgrade confusion whenever you think about this too. Thank you!
