Bug Description
The inspector, when you hit deploy, will load the charm details for that charm even though we've got the information already and into a cache. It's not accessing it.
It also then makes a -HEAD request to get the latest info for the upgrade information. This ends up with two options and two details requests going out. Perhaps we can use the cache for the first one and maybe add 'is-head' metadata in the original request so that the upgrade code can only request the -HEAD if it's not the latest revision?
