Reproduction steps:
- open https:/
- scroll down the sidebar until you see a charm with a non-custom icon
- attempt to drag that icon onto the environment
- weep softly into your keyboard as it doesn't work

It looks like you CAN deploy non-approved charms (see Nagios) but you cannot deploy the icecream ones which probably shouldn't be on jujucharms.com :)
