Order category results by reviewed, then by download

The list of these apps seems random, we should show reviewed first, then order by download.

When clicking a category we do a search with that category set. When that's done we don't end up with a sort by in the api_search method. We should provide a default sort for that case when we hit the api. Maybe we can provide a manual sort via the url some how in the query params since they're turned into filters and such.

Rick, is this something that we change in the GUI (we add a sort_by explicitly) or in charmworld?

Triaging as low, because I try to avoid medium, but if there's an argument for high let me know. If it's easy to do, +1 on a quick fix!

Yes, the current work from JC will take care of grouping the reviewed first, and we can sort on downloads within each group.
