"Connecting to environment" spinner should not block charm browser

Bug Description
When a user accessing the full-screen browser, there's no reason why they should be blocked on connecting to the environment, because the environment has nothing to do with the browser. Even in sidebar mode, the spinner should only affect the canvas, not the browser, because we'd like users to be able to do things as quickly as possible.

This actually might not be as noticeable in the future as well when we're using the pure in-memory environment sandbox. It'll be much faster. Let's make sure to revisit this after we deploy on production with the in-memory environment.
