Dragging service block temporarily leaves trail of artifacts

Bug Description
If a service block has a very long description that spills out of the box (such as the Juju GUI does), then dragging the block quickly from right-to-left will cause little blue artifacts to be rendered in the wake of the box. After a few seconds they are cleaned up.
Due to the ephemeral nature I was not able to look at the DOM to see if anything is really there or if it is just a SVG rendering issue.
