Bug Description

From the console logs of a Juju GUI charm deployed with serve-tests=true and juju-gui-source=lp:juju-gui:

GET https://ec2-54-224-87-194.compute-1.amazonaws.com/test/test_startup.js 404 (Not Found) ec2-54-224-87-194.compute-1.amazonaws.com:23
[blocked] The page at https://ec2-54-224-87-194.compute-1.amazonaws.com/test/ ran insecure content from http://yui.yahooapis.com/3.9.1/build/tabview/assets/skins/sam/tabview.css.

Also note that test_startup.js returns a 404.

We should be setting loadCSS to false in the loader meta data.
