Bug Description
Our environment view does not have the test coverage that we want. After bug 1083923, we will have a module specifically for the relation code.
This bug represents a time-boxed effort of one day to add tests to the relation module. After this is done, land the branch, close this bug, and, if desired, make a new bug for more work in this direction.
