Bug Description
After bug 1077047, we have service module, a relation module, and a combined module for the rest. This bug is about separating out the last two bits from the combined module: pan/zoom and viewport. As before, tests will be simply to port existing tests over.
This can be done before or after bug 1077050, but ideally would not be done at the same time.
