Deployer fails with charms that require terms

Bug Description

When deployer is used with charms from the store that require agreement to Terms, it attempts to fetch the charms using `urlopen()` which doesn't use the charm store auth (macaroons & cookies) and thus fails with a Proxy Authentication error.

This happens even when the Terms have been accepted via the Juju CLI.

This isn't needed any more (confirmed with Cory). Native juju bundles would be used instead.
