Bug Description
The bundle attached has several services deploy to calico-acl-manager. The deployer needs to be able to deploy calico-acl-manager first because other services need to deploy to that machine.

its unclear what the issue. its already the behavior that services that are co-located on another services, have their parents deployed first. if there's an issue there, please send the output of running deployer.
