Bug Description
See bug 1436925 for some background information.
In 1.18 it is possible to run juju commands using just a yaml file with certs etc copied across.
In 1.23, this is no longer possible.

Note from bug 1436421 that running without the jenv panics on 1.20/1.21 and only doesn't in later jujus because other error conditions are hit first.
