juju versionpanic: osVersion reported an error: unknown series ""

1.22 and master already support yosemite. 1.20 doesn't, but is is not an error. in 1.21.0, it is an error to use an unknown version.

Commit 48db73d5 added yosemite to master and it needs to be backported.

This is indeed fixed in the latest build from CI. juju metadata also works, showing that bug 1398943 is not a factor.
