aws-gov can't read cloud streams file

Bug Description
When attempting to bootstrap a controller in the aws-gov cloud, the command fails stating that image metadata could not be read. My initial guess is that this is due to "aws-gov" being referenced as "aws-govcloud" with AWS GovCloud's old endpoints in the cloud streams file located at http://

I agree I can't read the urls provided. In the docs it looks like
https:/ /docs.aws. amazon. com/govcloud- us/latest/ UserGuide/ using-govcloud- endpoints. html
says to use
ec2. us-gov- west-1. amazonaws. com
where we've got
ec2. us-gov- west-1. amazonaws- govcloud. com
in the streams.
I've added the cloud-images team to help investigate the right setup.
