LXD host is has reached its limit, juju could report the lxd provider is low on resources and maybe try later.

Indeed this would be a nice improvement appreciated by the users.

However, we are unlikely to address it in 2.1.0 Removing the milestone.

This is an old report and there has been a lot of work in the area. This was fixed at some stage but the report was not updated.
