model-level log forwarding not supported

The Openstack Interoperability Lab hit this error: "model-level log forwarding not supported"

We hit this whilst using the following components:

Block Storage cinder-ceph-next
Compute nova-kvm-next
Database mysql
Image Storage glance-ceph-next
Openstack Version kilo
SDN neutron-openvswitch-next
Ubuntu Version trusty

The following traceback was found in /neutron-gateway_*/var/log/juju/machine-*.log

2016-07-17 14:46:34 ERROR juju.worker.dependency engine.go:526 "log-forwarder" manifold worker returned unexpected error: creating log forwarding orchestrator: model-level log forwarding not supported

Please indicate what version of Juju is being used. beta11? beta12?

Confirmed from the OIL folks that the error occurred in beta11. We need confirmation if the issue is still happening in beta12

It would seem that the CalledProcessError in the console is not related to the log-forwarder error from /var/log/juju/machine-*.log. I will amend the bug description to reflect this, and file a separate bug for the console error.

Are you still seeing it with later juju betas?
We are on beta13 and comment #4 implies that this may have been fixed in beta12.
