Bug Description

As seen in
    http://reports.vapour.ws/releases/issue/5771019d749a560297485058

The unattributed failures are unrelated to the log output messages seen during apiserver test runs and described in the previous description.

I suspect this is intermittent (and not new) as I believe I've seen this occasionally in other test runs in the past.

As Tim pointed out, this error is sometimes seen during state tests, but it wouldn't cause a test failure. In this case, it did.

FWIW, at least *some* of the TLS error spam is intended and expected, but the logs don't end up where they should for some reason. I don't *think* there's currently any *strong* reason to believe they're connected to the unattributed test failure.
