MAAS bridge script bridges inactive interfaces

Bug Description
Since the recent changes to the bridge script (which now dynamically create the bridge) we see inactive interfaces getting bridged. This is because the bridge_now() function should only be called if the interface is active. See discussion on #juju-dev:
