Bug Description

Juju 2 in master has not been able to deploy windows workloads since commit c5a433b
    http://reports.vapour.ws/releases/3934

As of commit 2354e12
    http://reports.vapour.ws/releases/3935
we see windows workloads timeout
    http://reports.vapour.ws/releases/3935/job/maas-1_9-deploy-win2012hvr2-amd64/attempt/411

This is due to the .Net WebClient defaulting to not supporting TLS 1.2. This is most likely fixable in the windows cloudconfig code by just enabling TLS 1.2. Bogdan is working on this.
