Bug Description

Wanted to upgrade a local charm so I tried the obvious and it failed:

[nrpe-external-master]bac@salchicha:~/charms/trusty/nrpe-external-master$ juju upgrade-charm --path=. nrpe
ERROR cannot upgrade "nrpe-external-master" to "."

Then tried the equivalent and it worked:

[nrpe-external-master]bac@salchicha:~/charms/trusty/nrpe-external-master$ juju upgrade-charm --path=`pwd` nrpe
Added charm "local:trusty/nrpe-external-master-8" to the model.
