This test is very time-sensitive. I don't think there's anything specifically to do with Go 1.6 or CentOS going on here; the test passes reliably for me with those parameters.

Should be fixed by https://github.com/juju/juju/pull/5342. I tested it on the CI machine manually.

I must've got lucky when I tested before. I found another related issue with that test.

Tested it a bunch of times on the CI machine this time. I was able to repro the failure without this (but less frequently than without my other changes).
