Bug Description
It was my understanding that the default status output format would be 'tabular' with Juju 2.0, but the default I'm seeing is still yaml.

Agreed, the only concern I have is that tabular output doesn't seem to show the relations, it's the only time I fall back to --format=yaml in 1.25.x with JUJU_CLI_VERSION=2 in my environment
