Bug Description

Creating a hosted environment in MAAS results in an error:

$ juju system create-env maas-hosted --config=/tmp/maas.yaml
ERROR maas-agent-name is already set; this should not be set by hand

The config file only contains the maas-oauth key.

Verified that I was able to create a hosted model with this fix. Destroyed the hosted model and the correct resources were released. Thanks, waigani!
