api delta and juju status differ

Bug Description
It's possible for the Delta returned to the GUI on load differs for unit status vs the juju status output (status output being correct).
In this case the unit was in error but it's status was 'Pending'

This causes the GUI to display the unit as pending and as such the interactions are incorrect.
