lxd container creation fails semi - regularly

Bug Description
About 1 in 4 times, I go to deploy a charm. Juju is supposed to start a new container to host the charm. The machine shows up in Juju status but no LXD container is created. "lxc list" shows no new container and the machine stays allocating in Juju.
This issue has been observed separately by > 1 person.
