make preupgrade disk space checks smarter

Bug Description
Bug 1521354 had a fix which, for all machines, checked for 2GiB of free disk space prior to allowing an upgrade to proceed.
We need to make this check smarter:
- for non state servers, check for a nominal amount of free disk to allow tools download etc
- for state servers, check for enough disk space to allow tools and charms to be imported
(tools are imported in steps for 1.21, charms are imported in steps for 1.24)
