Bug Description

I've consistently run into output from juju-reboot --now that resembles the following:

$ juju-reboot --now
error: no process to kill

What I expect to happen: the unit to halt hook execution and begin a reboot cycle.

Juju 1.24.7. Its applicable to note that juju-reboot still cycles the machine at the end of hook execution if the hook exits in success.
