Bug Description
Running juju 1.26 I'm seeing the leadership watcher's add 3 INFO level message every 30s that they are checking the leadership status. This is running on *all* units (not just the actual leaders).

no operations in progress; waiting for changes
(note it also might log every 30s that it is 'awaiting resolution of <hook-in-error>'.
The problem is that logging every 30s * 100 units is logging more than one message a second, so it needs to be things that users can really take action on. "nothing to do" seems much more DEBUG level.
