juju upgrade fails with tools upload error due to invalid series "wily"

Bug Description

Upgrade attempted of environment running 1.20.14.1 on trusty. The host running the upgrade is 1.22.8-precise-amd64. No mention of wily was made in the upgrade command. Full error message is as follows:

user@host:~$ juju upgrade-juju --version 1.22.8 -e environmentname --upload-tools
ERROR tools upload failed: 400 ({"Tools":null,"DisableSSLHostnameVerification":false,"Error":{"Message":"cannot get environment config: invalid series \"wily\"","Code":""}})

An upgrade of another juju environment with the same characteristics was previously successful from the same host.
